However, sources say that her candidacy is temporary and for several days Vladimir Putin will officially appoint the acting officer.
This is due to the fact that Shcherbina has been working with Oleg Kozhemyako for a long time and is more likely to go to work in the government of Primorsky Krai. The only exception is when Kozhemyako brought a large team with him when he went to work from the Amur Region, which he was jealous of on the island. Now, as political scientists say, there is a request on Sakhalin for the region to be headed by a person familiar with the local realities.
According to the deputy plenipotentiary representative in the Far Eastern Federal District Grigory Kuranov, Vladimir Putin may appoint the acting head of Sakhalin this week. Sources in the region say that five candidates are currently being considered, the most likely of which is the head of Yuzhno-Sakhalinsk, Sergei Nadsadin. “A native Sakhalinist, he successfully worked with Kozhemyako as well, but he will be perceived as a person whose fate is inextricably linked with the island,” the source said.A source close to the embassy confirms that the Nadsadin’s candidacy supports Kozhemyako.
However, according to Vedomosti, since the region is very rich, there may be lobbyists who will push other candidates. Such candidates, said the source, close to the plenipotentiary, can be State Duma deputy from Sakhalin George Karlov and deputy chairmen of the regional government Vladimir Sidorenko and Anton Zaitsev. According to a source of “Kommersant”, the cons of the latter are that they belong to Oleg Kozhemyako’s team and now “a lot of talk, who will leave, who will remain.”
The presentation of Kozhemyako in the new position took place today, September 28. It is known that the election of the head of Primorye, which will be held in December, can be passed according to the new rules: self-nominees will get the opportunity to run for governor (now only party candidates). An amendment to the election code of the region was proposed by the electoral commission, in the near future it will be considered by the Legislative Assembly. In addition to passing the municipal filter, self-nominated candidates must collect signatures of at least 0.5% of the total number of voters in the region (about 7,000).
The profile committee of the legislative assembly plans to consider the amendment on October 3.At the same time, it will be necessary to adopt it until October 16, when elections of the governor of the region will be scheduled - then the norm will be in effect at the next voting.
Sources say that the introduction of self-promotion is prepared specifically for Oleg Kozhemyako, who will be able to participate in the elections not from the “toxic” United Russia, but as an independent candidate, thereby not causing rejection of voters. At the same time, news agencies referring to representatives of the branch of the ruling party in the region reported that the EP is ready to support Oleg Kozhemyako’s candidacy in the elections for the head of Primorye.
Doctor of Sociology, Professor, Head of the Department of Sociology of Sakhalin State University Alexander Konkov doubts that Vera Scherbina can become a “full” governor of Sakhalin: “Mrs. Scherbina is not local and is strongly associated with the former governor. In this regard, I think she will be asked to go to Vladivostok, since she is still a member of the team that worked together. In general, women in Russian practice were rarely heads of the regions. The gender factor will still make it difficult for Shcherbina. <.. .>
